cessive levels of ozone in cities, halve emissions of acid-rain elements, and cut release of cancer pollutants. Environmentalists contend the scheme doesn't go far enough and lacks detail. They urge Congress to set more stringent deadlines and enforcement measures.
Many industry groups claim the plan is too extreme. It would cost business $15-$18 billion a year to meet standards, and that after the $33 billion a year now being spent for control.
In the end, Congress seems likely to pass a clean air bill in 1989 that will follow the lines of the President's proposal.
THREE SUPREME COURT CIVIL-RIGHTS RULINGS MAY BE CHALLENGED in Congress. But civil-rights leaders face a long and difficult struggle to change things. The rulings make discrimination suits harder to bring, more difficult to win and more vulnerable to appeal in the future if they turn out successfully. Earlier, employers had to justify any practices that worked to discriminate. Now, the burden is on the employees to show the practices are not necessary.
Congress faces difficulties in overturning the rulings because the Court didn't touch the statute's foundations in its rulings.
