Some other measures with a promising outlook:

-Revamping the stockpile to permit disposal of other "minor" commodities. There'll be some debate over whether to set new stockpile goals on the basis of what is needed for nuclear survival rather than for a conventional war.

-Federal flood insurance for home-owners and others to be operated by the private underwriters, but U.S.-subsidized.

THERE ARE QUITE A NUMBER OF MEASURES IN THE DOUBTFUL ZONE, including extension of the sweeping tariff-cutting powers Congress gave to President Kennedy five year ago. Negotiations with West Europe have been tortuous, and little has been accomplished so far. Now, some Senate leaders oppose a renewal, and could well succeed in reducing the authority... or killing it.

Some other areas where action is far from certain:

-Farm legislation will get little attention. Major steps came last year. Congress may look at commodity-trading.

-Truth-in-lending, requiring itemization of interest-rate information, still faces opposition that is too powerful.

-Civil rights will be heard about again... especially open housing. But Congress has little taste for a repetition of last year's fight. The President isn't going to push hard.

-Charitable foundations will be scrutinized with a view to ending tax loopholes. But action will be long in coming.

ONE PROPOSAL THAT SEEMS LIKELY TO GO NOWHERE this year is the scheme for the sharing of Federal revenues with the states. It is going to be adopted some day there seem to be few doubts about that. But its implementation will have to wait till revenues are providing a surplus that can be shared.

Another measure with little chance of adoption-in original form, at any rate is the one for curbs on the sales methods of mutual funds. Many Congressmen oppose the intervention of government into the area of fee-setting. Any law that does pass won't be much like one pushed by the Commission.
