crete floors. Incorporated in the masonry sandwich were studs to which a sheathing material was applied, creating a natural cavity into which thermal insulation would be installed. Aside from weather complications, Rudolph/Libbe's masons could easily have accomplished the task in the time alloted. However, according to Frederick W. Rudolph, president of the firm, "There had to be a smarter way to do it."
As the building neared topping out, it became evident that the masonry system could be easily adapted to accommodate modular brick panels a technique which could cut considerable time off an extremely tight construction schedule.
Although no building in Toledo had ever been constructed in this way, Rudolph/Libbe decided to develop its own masonry panelization program.

Rudolph Libbe masons pre-assemble a brick panel under controlled conditions. After curing the sections were transported on a shuttle basis to the construction site where they were lifted into position and secured to the building's post-tensioned concrete superstructure.
A multi-discipline team was established to tackle the panelization program development, and design modifications were made. A nearby fabrication site, which not only had sufficient square footage but also featured large truck bays and an overhead crane, was obtained in a portion of Hunger United States Special Hydraulics Cylinders Corp.'s plant in Rossford, two miles away. A transportation plan was worked out which permitted shuttle trucks with specially equipped trailers to work between Rossford and the Four SeaGate site, carrying two panel sections per truckload. In a matter of days Rudolph/Libbe had its masonry crews at work inside the plant laying up the first sections of brick panels.
More than 500 panels, each averaging 8 x 16 ft. and weighing three tons, were assembled in a controlled environment and shipped to the site by the time the building was closed in late December. Utilizing the panel approach, about 10 weeks were shaved from the construction time thanks to no weather interruptions.
