ANSI Publishes Catalog of Standards
The American National Standards Institute has released its 1986 Catalog of American National Standards. This year's edition of 152 pages lists approximately 8,000 ANSI-approved standards.

Taxable Fringe Benefits Force Payroll Changes
Because the 1984 tax law made most fringes taxable including driving a company car-almost every payroll operation in the country must alter its ways of doing things.
According to the new IRS regulations, you must decide when to charge employees (or owners/officers) for the value of their fringes, then increase their gross pay by that amount, withhold taxes (not only federal income taxes, but state and local taxes, FICA) on that greater amount, and then deduct out the after-tax portion of the fringe to get the net paycheck.
Your costs have gone up, because this law increases your payroll and affects workers compensation, unemployment compensation, insurance, ERISA plans, and a host of other costs. And it is serious because the law strikes not only at the employee, but mostly at the employer (whether proprietorship, partnership, corporation, professional corporation or Sub-S)-and the penalty and interest for underwithholding are severe. As with all withholding taxes, the owners or stockholders of a privately-owned business are personally liable!
