Special Committee Named To Review Oregon OSHA

Oregon Construction Industry Council President Emerson Hamilton has appointed a special committee of construction industry representatives to assist the Workmen's Compensation Board in developing an acceptable state program to qualify Oregon for local administration of the Occupational Safety & Health Act.

James D. Piper Becomes Associated with 2 Firms

James D. Piper, formerly senior vice president for the Portland Cement Association, has joined T. Y. Lin, Kulka, Yang & Associate of San Francisco as senior vice president in charge of project development and coordination. The structural engineering firm is internationally known for its many high-rise buildings, bridges and other structures, and as a pioneer in prestressed concrete design. Well known throughout the cement and concrete industries, Piper was associated with PCA for 35 years as a structural engineer, district manager, vice president for promotion, senior vice president for market development, and as senior vice president responsible for the association's educational activities.

He is an architectural engineering graduate of Oklahoma State University, a registered professional engineer in Oklahoma, and a licensed architect in Oklahoma and Texas.

In addition to his duties with T. Y. Lin, Piper also will serve as vice president of San Antonio Portland Cement Co., San Antonio, Texas, where he will assist management with long-range corporate planning and promotion and represent the company on PCA's board of directors.


Perlite Elects Howell

William R. Howell was elected to a two-year term as president of the Perlite Institute at the group's 23rd annual meeting in San Francisco on April 26. He previously served as vice president of the institute.

Howell is perlite products manager for Grefco, Inc., a subsidiary of General Refractories Co. of Oak Brook, III. He joined the

Felker Sales Realigned

A re-organization of Felker Operations, Dresser Industries, Inc., Torrance, Calif., merges the national sales force with the parent division, Bay State, in Westboro, Mass.

Felker is a major producer of diamond blades, saws and cut-off machines widely used in construction and industrial applications. The consolidation places Felker's sales personnel under the direct supervision of Bay State's regional managers in ten market areas of the country.

Bay State, a manufacturer of grinding wheels, is a division of Dresser Industries, Inc. of Dallas, Texas. Dresser acquired the Bay State Division in November of last year from Avco Corp.

Dresser is a leading supplier of engineered products and services to the energy markets around the world.

Dunn, who has served as executive director of Associated General Contractors of America since 1961, was recently named executive vice president of the 9,000-member group. James M. Sprouse moves up to suceed Dunn from his former post of assistant executive director. Superior Fireplace Co. of Fullerton, Calif. and Baltimore, Md. has announced the appointment of Hal Plotkin to the post of western regional sales manager with headquarters in Fullerton.
