Priest Purchases Sanders
Robert B. Priest has purchased the stock and controlling interest of Sanders Saws, Inc., Honey Brook, Pa., according to Eugene P. Sanders, president of the firm. The transaction became effective February 18, 1983, at which time Priest assumed the presidency of the saw blade manufacturing firm. Sanders is still involved with the company as a vice president and consultant. Priest has been associated with the diamond wheel and construction industries for 22 years in various executive capacities.

ACI Expands Educational Activities, Names Clark
The American Concrete Institute's Education Department has announced the establishment of a voluntary certification program for concrete technicians and craftsmen. Michael A. Clark, former staff engineer with the Wire Reinforcement Institute in McLean, Va., has joined ACI as certification administrator to head up the program. He will be responsible for the development, implementation and coordination of certification-oriented programs of the Institute.

Sub Groups Publish Booklet on Retainage
Contractors contemplating out-of-state projects can look up individual payment and retainage laws in all 50 states and the District of Columbia in the first reference of its kind published jointly by the Associated Specialty Contractors (ASC) and the American Subcontractors Association (ASA).

Entitled Summary of State Laws on Payment for Public Works Construction, the booklet is divided into five sections: retainage by 1) state and 2) topic: payment laws by 3) state and 4) topic, and 5) a numerical summary. The individual state laws apply to public works construction only.

"Although federal legislation attracts more attention," said ASC president Bob Wilkinson, "contractors should be most concerned about the laws of their own states. For most contractors, state and local public works are a significant portion of their market-much more so than federally funded projects which are often administered by state and local authorities in accordance with applicable local laws."
