New Louisiana Law Helps Subcontractors
Louisiana Governor Edwin W. Edwards has signed into law House Bill 1721 requiring contractors who subcontract for construction improvements on existing structures to pay subcontractors within 21 consecutive days after the contractor receives payment.
Subcontractors may collect one-half of one percent per day interest on the amount due for satisfactorily completed services if the contractor does not pay within the required time.
While the legislation excludes residential structures, it appears that for the first time subcontractors can collect interest payments from contractors who delay in paying for construction improvements to private businesses, factories, public buildings and roads.
House Bill 1721, sponsored by Rep. Jimmy Dimos, passed the House on June 7, 1984, and passed the Senate June 29, 1984. On July 13. 1984, Gov. Edwards signed this legislation into law which became effective September 9, 1984.

Joseph L. Dorfler has been named corporate director of advertising for Pettibone Corp., Chicago, Ill. He was advertising and sales promotion manager for the Construction Machinery Division of Clark Equipment Co.
The Tarlton Corp., a St. Louis-based general contracting firm, has promoted Kent Koenemann and Ron Webelhuth.
Dick Kacena, Prominent Masonry Supplier, Dies
Richard J. Kacena, president of Anchor Manufacturing Co., Chicago, Ill., died July 30th in Michigan City, Ind.
Mr. Kacena was extremely active in MCAA programs and those of the MCAA Chapters in the Metropolitan Chicago area. His firm, a leading manufacturer of mortar and plaster mixers, was a charter MCAA Trade Show exhibitor, and for over a decade sponsored the Ladies Programs at MCAA Annual Conferences.
He is survived by his wife, Janice; three sons, Rick Kacena of Arizona, Robert Kacena of Bolingbrook, Ill., and John Kacena of Florida; two daughters, Pat Aldrin of Grand Rapids, Mich., and Karen Sutherland of of Darien, Ill.; his mother, Ann Kacena of Whitehall, Mich.; five grandchildren, and a sister, Ruth Dodson of Grand Rapids.
Mr. Kacena served in the armed forces as a U.S. Navy pilot and was a trustee and board member of the Michigan City Yacht Club.
He will be sorely missed for his long-standing and enthusiastic support of mason contractors and the masonry industry.
Masonry Homes in New Land Development
The KDD-Kirchner Partnership has begun development of a 55-acre tract of land in St. Charles, Mo.
Kirchner will build a full masonry display home on the tract, called Westborough Estates. The home will portray to builders and prospective buyers the advantages of masonry in reducing utility bills, fire insurance premiums and upkeep costs. Full masonry fireplaces will be available in the homes, which are in the $80,000 to $300,000 price range.
Target Names Worldwide Marketing Manager
Target Products Division, Federal-Mogul Corp., Kansas City, Mo., has appointed Peter A. Bachhuber worldwide marketing manager.
Before joining Target, Bachhuber held various positions overseas with Firestone Tire & Rubber Co., Koehring Co., and, most recently, with Applied Power, Milwaukee, Wis.
Masonry Institute Appoints Administrator
Sondra E. Biermann has been promoted to administrator of the Masonry Institute of St. Louis, chairman Donald C. Grant announced. Biermann joined the Institute in 1981 as administrative assistant. In her new post she assumes responsibility for directing masonry industry promotion activities, educational functions, technical resource services, and overall organizational matters for the Institute.
Seminar Scheduled on Loadbearing Masonry
"Loadbearing Masonry Design-Advantages and Misconceptions" is the title of a three-part seminar to be presented in November by the Masonry Advisory Council of Illinois.
Speakers include Jack Hartray, Nagle Hartray & Associates, architects; Robert Beer, Beer/Gorski/Graf, structural engineers: Dan Carducci, Mar-Lu Masonry, and Dick Lauber. J & E Duff Masonry, mason contractors; Ed Gregory. Material Service Corp.; Bob Nelson. H.H. Holmes Testing Laboratories, and Charles Ostrander. Illinois Masonry Institute.
The seminar will be presented at three different times and places-November 13, Chicago, Ill.; November 20, Oak Brook, Ill., and November 29, Schererville, Ind.
