IMMIGRATION LAW REFORM
continued from page 32
iens. Also, the Act provides for criminal penalties and restraining orders for employers who are found to have been engaged in a pattern or practice of violating the hiring, recruitment and referral provision of the Act. The Act does not define the term "pattern or practice," but the legislative history indicates an intention to remedy regular, repeated and intentional violations. Penalties for a pattern or practice of violations include a fine of up to $3,000.00 for each unauthorized alien and/or imprisonment up to six (6) months for the entire pattern or practice.
Under the Act, fines can be imposed for violation of the verification and record keeping requirements. Regardless of whether the employee was an alien, unauthorized alien or U.S. citizen, violation of these requirements could result in the imposition of fines ranging from $100 to $1,000 for each infraction. Further, the Act provides that whoever knowingly misuses an identification document, or who issues a false attestation for purposes of satisfying the Act will be subject to additional fines and/or imprisonment of up to two (2) years.
# Conclusion
You have now read the key points in the Immigration Reform and Control Act of 1986. As mentioned in this article, the Act has a dual approach to the problem of illegal immigration. First, the Act allows for the legalization of certain aliens who have been continuously present in the U.S. since January 1, 1982. Second, and more importantly to you as an employer, the new Act contains employer sanctions for all employers who knowingly hire unauthorized aliens or who fail to comply with verification and documentation procedures. Furthermore, the Act contains an anti-discrimination provision. If you have any questions, you should consult legal counsel.

The rebate program, JCB's second this year, includes cash rebates of $1,000 to $3,500. Customers can receive $3,500 back on the versatile Sitemaster, $2,500 back on all other four wheel drive backhoe loaders and $1,500 back on Loadall model 530B-HL and $1,000 on model 525-B-HL.
JCB Inc. Marketing Director, John Ellis says the program is geared towards those who have never before considered the four wheel drive option. "We are hoping to pioneer a niche in the four wheel drive market." explains Mr. Ellis. "We believe that in the next five years four wheel drive will be in the industry standard in the U.S. as is already the case in several other major backhoe markets."
To bear up under loss, to fight the bitterness of defeat and the weakness of grief, to be victor over anger, to smile when tears are close, to resist evil men and base instincts, to hate hate and to love love, to go on when it would seem good to die, to seek ever after the glory and the dream, to look up with unquenchable faith in something evermore about to be, that is what any man can do, and so be great.
