Firms were required to make loans to retirees and former workers. Employers pointed out that such loans are usually repaid through payroll deductions. But that, of course, wouldn't be possible if the borrower was no longer on the payroll. So firms would have to set up costly loan-evaluation and collection systems.

SLOWER DELIVERY OF MAIL IS ON THE WAY from the U.S. Postal Service. The Postal Service is facing huge deficits and lagging worker productivity; its costly automation program has not lived up to earlier expectations. USPS officials are reviewing areas that have been getting overnight delivery; it is the first such review since its organization as a corporation in 1971. Such areas, covering 100-mile radii, are not outmoded, Postal officials say. They claim the public prefers reliability, even if delivery is a bit slower.

At the same time, the Post Office will soon increase basic postal rates, with a first class stamp rising to 30 cents, to make up for the Service's steadily rising labor costs.
