Establish construction safety and health programs and plans, file pre-notification notices with OSHA, appoint project safety constructors and coordinators responsible for onsite construction safety programs, and report accidents and fatalities to OSHA for further investigation. OSHA would be required to implement sweeping new inspection, investigation and recordkeeping programs.

OSHA-Criminal Penalties Bill (S 445)

This bill would expand and increase criminal penalties for employers whose willful violations of the OSHA law lead to serious bodily injury or reckless endangerment. Some have testified that even lesser standards such as knowing and negligent violations should give rise to criminal charges.

OSHA Victims Rights Bill (S 3133)

This bill would allow victims of workplace accidents and their families to participate in OSHA proceedings.

Striker Replacement Bill (HR 5, S 55)

This bill would prevent companies from hiring replacement workers on a permanent basis in response to a labor strike.

This bill passed the House and is moving onto the Senate floor in 1992.

OCBA Presents Awards to Four Ohio Schools

Students from four Ohio universities were awarded $6,000 in the Ohio Concrete Block Association's seventh annual student design competition during its annual meeting in mid March in Columbus. The University of Cincinnati, Miami University, Kent State University and Ohio State University each received $1,500 for use in their architectural programs.

The design competition is held annually and is open to all architectural students enrolled in the state's four schools of architecture.

Chris Neiters, Michael Zerjaz and Robert Loeffler, students enrolled in the St. Louis Bricklayer's Apprentice Training School, under the direction of Carl Martini, repair the stone wall at the Bellefontaine Habilitation Center in St. Louis, Missouri. The 41½ foot high wall is a local landmark which was built in 1932 utillizing WPA labor for its construction. According to Martini, the restoration of the wall will take several years. The Bricklayer's Apprenticeship Training Program is sponsored by a trust agreement between the Mason Contractors Association of St. Louis and Bricklayer's Local #1 of Missouri. It's a three year program beginning each year in September and ending in June. "Masonry Message," Winter 1991-92 issue, published by the Masonry Institute of St. Louis.
