Award National Contract To Train Bricklayer Apprentices
The Bureau of Apprenticeship and Training, U.S. Department of Labor, has awarded a National Contract, the first in the building trades for the apprenticeship training of bricklayers. The contract of $1,035,000 was made with Structural Clay Products Institute with the endorsement and cooperation of the Bricklayers, Masons & Plasterers International Union of America and the MCAA.
The four field coordinators for the program will be Eugene Sullivan, Local No. 37, N.Y.; Tom Garton, Local No. 2, la.; Elijah Thomas, Local No. 5, La., and Richard Wilkes, Local No. 5, W. Va.
The bricklayer pre-apprentice program consists of six weeks of pre-job training, during which emphasis is placed on familiarization with the bricklayer tools and materials, and 12 weeks on-the-job working for a contractor. The first six weeks are spent in classrooms.
The clauses in the master contract which are of special significance are: 1. "On-the-Job Training will be provided with the Trainee registered as a bona fide apprentice under an apprentice training program approved and registered by the Bureau of Apprenticeship and Training or the appropriate apprenticeship agency." 2. "No subcontract shall be developed under this contract that in any way conflicts with the local bargaining agreement." 3. "No promotional activities shall be carried out at the local level in any area where abnormal conditions exist."
During the pre-job phase, all equipment, tools and materials will be provided for the trainee. After he has completed the first six weeks in class, the apprentice will go to work on the job for the contractor who has agreed to employ him. The employer will receive $25 a week for each apprentice for 12 weeks. This sum helps defray the contractor's expenses for record-keeping and for the time utilized by his journeymen while introducing the apprentice to on-the-job work experience. The Joint Apprentice Committee will have the responsibility of certifying the contractor for his part in the program.
Norris Second In Memphis Annual Awards Competion
Pictured above is Markwell Office Building, Airport Industrial Park, Memphis, which placed second in this years Annual Awards Competition held in that city. F. A. Norris & Son Masonry, MCAA Members, were the Mason Contractors with Kenneth Markwell the architect. A total of 20 buildings from Shelby County Tennessee were entered with the buildings being judged by a committee of four architects headed by Gerald Straton. The winning building pictured on the cover gives the Young Brothers firm its fourth first place in eight years. W. A. Fortner Masonry Contractors won third place for masonry work on Holy Corss Lutheran Church with an Excellence in stone masonry awarded to A. W. Madewell Masonry Contractors for its werk en a building on the Southwestern compus.
