Another plan sets a nationwide policy on child-care leave for parents. A business would have to allow 18 weeks of unpaid family leave to recent parents. And workers with temporary disability would be granted 26 weeks of leave. Such proposals have been gaining support in both houses.

THE WORST TIMES FOR FARMERS SINCE THE DEPRESSION MAY BE near an end. The economic crisis in the Farm Belt is not over, but things are improving. Federal farm-support payments of $26 billion have helped offset low prices. They have also enabled many farmers to liquidate debt and pay for plantings. And as cash income increased in 1987, production costs continued to decline.

What's more, the steep decline in farm land values may be near bottom. Land prices nationally fell 8% in 1986, but less than the 12% drop of 1985. Overwhelming debt still plagues farmers, despite the improvement shown. More than 100,000 mid-sized farmers owe some $33 billion to banks.

JCB Expands Maryland Headquarters

JCB Inc. is undergoing a major expansion of its White Marsh, Maryland facilities to accommodate their rapid growth. The expansion, JCB's third in six years, is being undertaken to handle increased production and parts warehousing.
The construction will be completed in four phases and will include an 18,000 sq. ft. addition to the existing production shop, which will incorporate the latest technology available in paint systems. The new addition will also accommodate final trim and finishing for backhoe loaders and provide much needed storage space for materials. The entire project is scheduled for completion in June, 1987.
