CONGRESS IS DIVIDED OVER HOW TO PREVENT another stock-market plunge. One group argues that urgent reform is needed to head off another collapse. Another warns against tinkering with a basically sound stock-market system. And there are others in between who want to do something, but not too much. They'd rather start with small changes, see how they work, and then do more. There are certain things that most lawmakers appear to be in agreement on: Technology has linked all types of markets both in the U.S. and overseas; this means there must be more coordination among exchanges and regulators.
Legislators are pushing for more direct and centralized accountability. So far, though, there doesn't seem to be any consensus emerging on the question of who should assume jurisdiction-Securities and Exchange Commission or Commodity Futures Trading Commission. Both want it.
PRESSURE IS GROWING ON CONGRESS TO BOOST long-term care coverage. The idea is to extend Medicare insurance provisions to nursing-home costs, rather than providing benefits through welfare programs to poor Americans. The new benefits would be financed by increased payroll and estate taxes, higher Medicare premiums, and an income-tax surcharge-with states paying part, too. Costs of long-term care are certain to soar in decades ahead, because the number of elderly people ..age 85 and older... is growing fast.
The Reagan Administration has favored individual savings and insurance to support such care. But. even with all-out participation, a large majority would not be covered.

Amoco and Conproco Join Forces
A joint development and marketing agreement between Conproco Corporation and Amoco Foam Products Company has been announced by Christopher D. Brown, president of Conproco Corporation, Concord, NH and Marketing Manager, Peter W. Sullivan, Industrial Products, Amoco Foam Products Company. Atlanta, GA. The two companies will join forces to develop new exterior insulation systems for the new construction and rehab markets.
Conproco, established in 1974, was founded by former Owens Corning Bloc Bond Division management. Conproco manufactures exterior coatings, waterproofing materials, insulation systems, and surface bonding materials for the commercial and residential construction industry.
Amoco Foam Products Company, a subsidiary of Amoco Chemical, produces a wide variety of extruded polystyrene foam insulation and fanfold underlayment products.
